Oklahoma incarcerates more of its own people that the virtually any other place on the planet. In 2018, Oklahoma had a higher percentage of its population incarcerated than any other place on earth, including countries. In 2020, Oklahoma fell to third in the percentage of the population incarcerated behind Louisiana and Mississippi. It remains substantially higher than most of the world at a rate of 640 individuals incarcerated for every 100,000 Oklahomans. 1 in 13 men in Oklahoma have been involved with the criminal legal system while 1 in 83 women have. Because Oklahoma has led the country in skyrocketing incarceration rates, along with the revenue failure that forces the Department of Corrections to function on a shoe-string budget, there has been significant interest in studying the state and its reliance on incarceration.
